Is Terpinolene restricted in the EU?
Yes, it has limits. The EU allows it only with limits or conditions of use, such as a maximum amount or a warning on the label (Annex III of Regulation 1223/2009, entry 133).
The annex entry sets the exact limits, the products it may be used in and any warning the label must carry.
Is Terpinolene a fragrance allergen?
Yes. Terpinolene is one of the fragrance allergens the EU added in 2023 (Regulation (EU) 2023/1545). Since 31 July 2026, a new product placed on the EU market must name it when there is more than 0.001% in a product left on the skin, or more than 0.01% in one that is rinsed off. Products already on sale may stay on shelves until 31 July 2028, so an older label may not name it yet.
